Just first glance, most people judge the personality and living environment of the strangers. It’s common, but it’s sometimes sad. One Youtube video shows an interesting scenario.
There was a cute little 6year old girl wearing a clean dress standing on the street alone. Many adults worried and asked her if she was lost. In another version, the same girl was wearing a dirty T-shirt and pants and stood on the same street. However, this time nobody cared about her. The director hatched some ideas and recorded several situations of a similar pattern.

I couldn’t stop watching this short video. If I were in the same situation while I was commuting against the clock in Tokyo, what I do? Maybe I wouldn’t help a girl …If the girl has a deep gash on her legs or arms, I might help. I realized I’m egoistic. “at one’s own risk”, this word is unconsciously spread especially in Japan. The positive side urges people who try with more effort. The negative side creates a critical mood of people who fail. It brings egoism and rigidity. Lack of generosity to others is one of the deep problems in Japan. I disagree that indifference is another name for tolerance.
